Following a submission by Minister of Human Capacities Prof Dr. Miklós Kásler, the Government adopted Government Decree 206/2018 (XI.10) on the establishment of the Institute for Research on the Hungarian Peoples and the amendment of related legislation.

Based on the Decree, the Institute for Research on the Hungarian Peoples came into being on 1 January 2019.

Its tasks particularly include the interdisciplinary research of pre-conquest Hungarian history and the ancient history of the Hungarian peoples, complex research concerning the Hungarian middle ages, the 8th-10th century historical-geographical landscape reconstruction of certain parts of the Western European region, source research of domestic and foreign, verbal and written archives from the history of the Hungarian peoples, ethnographic and folk music research, education and training activities, participation in the development of cultural tourism and of religious and pilgrimage tourism, the publication of an English and Hungarian language periodical, archaeogenetic research, research into the place of early Hungarian history in 21st century Hungarian identity awareness, and research into the internal structure, idiosyncrasies and functioning of the Hungarian language and its relationship to the whole of Hungarian culture, and the application of the results within public education.

Applications for the post of the Director General of the Institute for Research on the Hungarian Peoples were requested on 16 November 2018 with a deadline for submissions of 17 December 2018. Those who submitted valid applications were interviewed by the Adjudication Committee established by Minister of Human Capacities Prof Dr. Miklós Kásler. Having considered the opinion of the Committee, Mr. Kásler appointed Dr. Gábor József Horváth-Lugossy as Director General of the Institute from 1 January 2019.
