The National Assembly adopted the bill on the introduction of a school guard system on 3 July 2020, and accordingly the school guard network can begin work in the designated public education and vocational training institutions in September 2020. During the parliamentary debate on the bill, all parties agreed that there is no place for any kind of violence in schools, and absolutely no form of violence is acceptable either between the students, or between students and teachers.
The school guard will be established as a separate law enforcement body under the supervision of the police force, and its task will be to maintain internal order in institutions where this is most needed. Based on surveys by state institution maintainers and the request of institution heads, school guards will begin operating at their posts at 491 state-maintained institutions, 288 of which are public education institutions, and 203 of which are vocational schools.

The list of schools included in the program may be altered in future; the school guard system may become redundant in a certain institution, while other schools may be later included in the school guard system on request.
