The enlargement project which is ongoing also at present at the Vác Maximum Security Prison and Penitentiary Facility with the involvement of the inmates will provide prison accommodation for 120 prisoners.

The three-storey building located on the premises of the Vác Maximum Security Prison and Penitentiary Facility, which was formerly used as a school training non-commissioned officers, is being rebuilt by the inmates, and as a result of the project, the new facility will provide prison accommodation for 120 inmates in December 2017, as expected. The construction works will be implemented in two phases.

The first phase of the enlargement project will take 40 days, and will be completed with the involvement of 30 inmates in more than 8,500 working hours. Additionally, the majority of the furnishings of the new sector to accommodate 32 persons were made by the prison companies employing inmates, within the framework of an internal supply arrangement. The new sector was developed in accordance with the recommendation of the Council of Europe, with regard to the European Prison Rules.

During the course of the second phase of the construction works, another section accommodating a further 88 inmates will be created. The works on this section are ongoing also at present. The project is expected to be inaugurated in December 2017.

As part of the project, inmate accommodation facilities, warehouse premises, corridors, offices, bathroom facilities, an operator’s room, a health care division, a library and classrooms will be created. Thirty inmates are taking part in the construction works involving almost three thousand square metres, performing 6.5 hours of work a day over a period of 15 months. Those convicts are involved in the refurbishment project who attended the vocational training course organised by the penal institution that can be completed over a period of two years. With the assistance of those who attended the accredited training course and thanks to the work of trainees performed during the course of the mandatory practice sessions for bricklayer-tiler and decorator students, prison facilities are being renovated on an ongoing basis.

One of the most important missions of penal institutions is to promote the re-integration of inmates, that is, their re-integration into society. By providing education in shortage occupations from EU and local funds, inmates receive valuable skills which they can also use after their release. Our results achieved in the employment of inmates are exemplary in Europe. In accordance with our goals, we have extended the rate of inmate employment, and at the end of last year, our employment percentage was in excess of 88%. This figure equally includes employment, education and vocational training. Vocational training is mainly provided in shortage occupations, which enables inmates to later find jobs after their release, while during the course of education conducted in prisons, the primary criterion upon the selection of occupations is that they should reflect the given region’s work force absorption market.
