From Wednesday, applications for exemption from the rules relating to entry in passenger traffic on grounds of individual circumstances can only be submitted electronically, a staff member of the duty centre of the Operational Group responsible for the containment of the coronavirus epidemic said at an online press conference held on Tuesday.

Police Lt. Colonel Róbert Kiss stressed that applications on grounds of individual circumstances can only be submitted in Hungarian and electronically. Persons living in the same household are only required to complete a single document in which they must justify the request submitted on grounds of individual circumstances, if possible with documentary evidence.

He mentioned among circumstances deserving special consideration the attendance of official proceedings in Hungary, business activities or work based on an acceptable letter of invitation, the use of health care services in possession of a referral document and the fulfilment of students’ examination obligations. He said further acceptable reasons for entry could include if the applicant wishes to reach a point of departure in Hungary for the transportation of goods or the attendance of a close relative’s funeral.

According to his information, if a person proceeds as another person’s authorised representative, an authorisation must also be enclosed with the application. He added that the forms necessary for electronic administration are available on the website of the police.

Mr Kiss also highlighted that the number of persons in compulsory home quarantine who had opted for voluntary electronic monitoring had risen to 421. On Monday, 629 compulsory home quarantine orders were issued, with 10,016 such orders in effect in total at present.

On Monday, the police were required to take action in 40 instances against persons who violated the rules of compulsory home quarantine.

On Monday in Budapest and Pest County, the police were required to take action in 366 instances due to the violation of the rules of restrictions on movement, including 224 cautions, 89 onsite fines and 53 prosecutions.

On Monday during the monitoring of compliance with the protective measures introduced in the countryside, the police were required to take action in 84 instances, including 69 cautions, 5 onsite fines and 10 prosecutions.

He also mentioned that the number of criminal procedures instituted in connection with the epidemic had risen to 352, including 86 due to scaremongering, 27 due to the threat of public endangerment, 111 due to fraud and 21 due to the violation of disease control regulations. The police have questioned 66 suspects so far.

In answer to a question, the Lt. Colonel said the data provided by the Operational Group feature infected persons, the deceased and recovered patients according to their home addresses.

In incoming cargo traffic, there is a two-hour delay at Tompa, a three-hour delay at Röszke and a one-hour delay at Csanádpalota, while in incoming passenger traffic there is a two-hour delay at Nagylak.
